SUMMARY:From GIS to Ground Truth: Rethinking Wastewater Infrastructure Resilience Under Extreme Weather
DESCRIPTION:Extreme weather events are exposing a critical vulnerability in U.S. wastewater systems-not only limitations in hydraulic capacity, but also the growing disconnect between documented asset data and actual field conditions. Municipalities often rely on GIS records, legacy datasets, and asset management information that may not fully reflect current infrastructure conditions, potentially leading to ineffective rehabilitation decisions and increased risk of sanitary sewer overflows (SSOs) during peak wet-weather events.\nThis presentation examines how field-validated condition assessment-including CCTV inspections and PACP-based defect coding-can be integrated with hydraulic analysis to improve wastewater system reliability and resilience. Drawing on practical experience in municipal wastewater operations, the session will highlight common field conditions such as buried manholes, inaccessible pipeline segments, undocumented infrastructure conditions, and structural deficiencies that may not be accurately represented in existing asset records.\nThe discussion will introduce a risk-based framework that combines inflow and infiltration (I&I) analysis, field verification, condition assessment, and targeted rehabilitation strategies such as CIPP and point repairs. Attendees will gain practical insights into bridging the gap between digital asset information and real-world infrastructure conditions to support more informed capital planning, prioritize rehabilitation needs, improve system resilience, and reduce the risk of failures during extreme rainfall events.\n
