James is a Project Portfolio Manager at the Texas Department of Transportation where he leads a team tasked with implementation of the Cooperative and Automated Program Plan. This plan touches on many emerging transportation technologies and he and the team must weave them together into one seamless future that maximizes the benefits of safety and roadway efficiency. James started at TxDOT in the research program, where he oversaw innovative University research that touched all aspects of road development. Before that, James was a researcher at the University of Texas Center for Transportation Research, where he managed projects related to connected and automated vehicles, 5G communications and transportation planning. In addition to his experience with emerging technology, James spent five years leading proposal teams for large design build finance operate and maintain infrastructure concessions. James has a B.S. in Civil Engineering from Texas A&M and a J.D. from the University of Texas.
