Oliver was born and raised at Prairie View A & M University.  He earned a BS and MS in Civil Engineering and Business Administration at Michigan State University.  Oliver served as an officer in the US Army Corps of Engineers (Active Duty and Reserve Duty) and was promoted to the rank of Captain during his service tenure. He served as a civil and construction engineer for Exxon Company USA, BASF Corporation, Frito Lay, CH2M Hill, and completed his career at 3M Company in engineering, manufacturing, and global supply chain leadership roles. He has received an award for Meritorious Achievement from the City of Los Angeles Board of Public Works, and recognition as Volunteer of the Year at 3M Company. Oliver co-published a technical paper that was presented to the Project Management Institute. He is active in the Central Texas Rotary International organization and is assisting with the conduct of the public outreach activities of the Texas Section of the American Society of Civil Engineers as their efforts to address the reinforcement of the infrastructure continues.
