General Manager
San Jacinto River Authority of Texas

Aubrey has served as the General Manager of the San Jacinto River Authority located in Conroe, Texas since January 2024. In his role, he leads a team of 170 dedicated employees who operate Lake Conroe, a surface water treatment plant, numerous groundwater production facilities, three water reclamation plants, the Highlands canal system, and flood management activities. Prior to joining the River Authority, he served over 16 years as the Director of Water Utilities for the City of Lubbock, Texas.

Prior to his service in the public sector, he spent 20 years in professional engineering and business consulting handling complex water resource issues ranging from water rights issues to water supply planning to wastewater recycling to groundwater cleanup. Aubrey’s experience in both the private and public sector brings with it a unique perspective.

He has a B.S. in Civil Engineering from Texas Tech University and an M.B.A. from Brigham Young University in strategic planning. He is a Registered Professional Engineer in Texas as well as a Certified Professional Service Marketer.
