Dennis Turner PEEast Texas Regional Director | Texas Asphalt Pavement AssociationDennis Turner, P.E. serves as East Texas Regional Director for the Texas Asphalt Pavement Association (TXAPA). With more than 30 years of experience in transportation infrastructure, construction materials, quality assurance, and project management, Dennis works closely with local agencies, consulting engineers, contractors, producers, and TxDOT personnel to advance asphalt pavement quality and performance throughout East Texas. In his role, he leads regional outreach, technical education, and workforce development efforts while promoting industry best practices and collaboration among stakeholders.

New Hot Mix Asphalt (HMA) Pavement Specification for Local Agencies, Engineers and Developers
The newly released dense graded Hot Mix Asphalt (HMA) Specification 341M is a streamlined version of TxDOT’s 341 specification from the 2024 TxDOT Spec Book and has been developed specifically for cities, counties and consulting firms doing designs for agencies and developers. This specification has been achieved in collaboration with the Texas Asphalt Pavement Association (TXAPA), the Associated General Contractors of Texas (AGC) and the Texas A&M Transportation Institute (TTI). Attendees from engineering consultants and local agencies will learn key features of the spec and how to best implement it to design and build quality asphalt pavements. The presentation will highlight the key components for design, required test procedures, and inspection and quality control (QC) and quality assurance (QA) responsibilities.
