Nancy Beltran PhD

Bio

Nancy Beltran is the Director of Concrete Pavements for the Cement Council of Texas (CCT), with research experience in the area of concrete pavement analysis and finite element modeling. Nancy joined CCT in August of 2019, and she is responsible for expanding market share for use of cement in all concrete paving applications by offering sustainable and resilient concrete solutions to common problems related to the design, construction, maintenance, and rehabilitation of concrete pavements. She holds a Bachelor of Science degree in Mathematics and a Ph.D. degree in Civil Engineering from the University of Texas at El Paso (UTEP). During her graduate studies, Nancy worked on a project related to the mechanistic analysis of continuously reinforced and jointed concrete pavements. Currently, she is a member and past president of the ACI Central Texas Chapter, a young member for the Transportation Research Board (TRB) – Standing Committee on Design and Rehabilitation of Concrete Pavements and serves as Co-Chair for ASCE’s Young Members Committee.
