As I travel across Texas, almost every local municipality has a similar problem with having too many lane miles of pavement to maintain and not enough money to do so, however there are a few where that isnt necessarily the case for a particular reason. This often results in roadway pavement conditions deteriorating as the roadway pavement surface may need to last 50 years or more before the municipality can make it back to that particular roadway to perform maintenance. This presentation will discuss how local roads are being built by developers which meet a certain standard set by the local agency and then after the warranty period are given to the agency to maintain forever. Often, these standards are too low which result in undue burden on the taxpayers. However, there are communities in the Houston regional area who have had concrete streets since the 1960’s and the presentation will highlight the historical performance of these roadways showing very little maintenance required. While not all roadways are greenfield projects, the presentation will also discuss 3 solutions (Conventional concrete, Roller Compacted Concrete, and full depth reclamation) for reconstructing urban roadways to increase their structural capacity while dealing with the challenges of urban construction. The presentation will also highlight the option of concrete overlays vs mill and fill with concrete. There are also multiple different concrete pavement types that can use used and each of those will be discussed and where they provide the most value.
