Senior Utility Manager

Jesse Cooper, RPLS, Senior Utility Project Manager with HDR Engineering provides Utility Adjustment Coordination with 30+ years of Project Administration, ROW Surveying & Mapping, and Utility Engineering/Coordination. He has a BS in Civil Engineering from Texas A&M University and is a Registered Professional Surveyor. His year career has centered on all aspects of Surveying, Mapping, ROW Acquisition, Utility Coordination, Sub Surface Utility Engineering, and Inspection. As former TXDOT Section Director of the Map, Survey, & Utility Section, Jesse provided oversight of the Texas Utility Program. He also developed and managed SUE and UACV Contracts. He was on teams presented the FHWA Utility Outstanding Achievement Award in the Category of Utility SUE (Subsurface Utility Engineering) and FHWA Excellence in ROW, Streamlining and Innovation Honorable Mention Award for new ROW Contract Methods. He has lead or served on teams updating the TxDOT Utility Manual and TAC on Utility Accommodation. Jesse now serves on the TRB Committee on Utilities and participated in the development of ASCE 75-22 as well as other research policy related projects.
