Bio
Richard De La Cruz is the Director of Transportation Planning and Development (TP&D) for the San Antonio District, where he oversees a broad portfolio including Advanced Planning, Programming, Design, Consultant Management, Bridge, Right-of-Way, Local Government projects, Surveys, and Hydrology & Hydraulics.
Richard began his career at Caltrans as a young engineer, where he gained valuable experience in roadway design and developed a strong foundation in West Coast construction methods and practices. His diverse background and leadership have been instrumental in advancing infrastructure initiatives across the region.
He holds a degree in Civil Engineering from Texas A&M University. Richard and his wife, Christina, are proud parents of two children, Christian and Julia.
