Bio

Mr. Hrncir currently serves as Program Director for co-located General Engineering Services with TxDOT Houston District on Alternative Delivery and FHWA Major Projects including the I-45 North Houston Highway Improvement Project (NHHIP), the I-10 Inner Katy Corridor Managed Lanes, and SH 99 Grand Parkway Transportation Corporation Toll Road System.

Steve has 40 years of transportation experience following his graduation from the University of Texas at Austin and over 20 years in alternative project delivery including design-build and public-private-partnerships. His current role on I-45 NHHIP is as owner’s representative to oversee over $4 billion in projects including procurement and implementation of the Design-Build project for the three-interstate interchange of I-45/I-10/I-69 on the northeast corner of downtown Houston, oversight of design-bid-build design and delivery of I-45 NHHIP along the I-10 corridor from Houston Avenue to Elysian and from Gregg Street to McKee Street. Steve also oversees the tracking and reporting for NHHIP commitments under the Voluntary Resolution Agreement executed between the FHWA and TxDOT, and the Memorandums of Understanding executed between TxDOT and the City of Houston and Harris County respectively.

He is also managing the planning and environmental for the I-10 Inner Katy Managed Lanes program along I-10 from Voss Road to I-45, and HNTB’s roles as program manager over TxDOT’s SH 99 Grand Parkway Toll Road System featuring 104 operating centerline miles and $4.9 billion in toll bond financed projects.

Steve is also regularly requested to facilitate FHWA Cost Estimate and Risk Review Workshops for FHWA Major Projects. Steve currently serves as Senior Practitioner Advisor for ASCE to the University of Houston and Prairie View A&M student chapters as well as on the Civil and Environmental Engineering Industry Advisory Council at Prairie View A&M.
