Bio

Ms. Therese Baer, P.E. is a licensed professional engineer with over 44 years’ experience in civil and environmental engineering, specializing in regulatory compliance and environmental permitting for complex infrastructure, utility, and industrial projects. She has led multidisciplinary teams through the successful navigation of local, state, and federal permitting processes, including NEPA compliance: Section 404 and 10 permits coordination with USACE; endangered species coordination with Texas Parks and Wildlife Department and USFWS; cultural resources coordination with Texas Historical Commission, National Parks Service, and the Library of Congress; floodplain coordination with FEMA; air permit coordination with EPA; environmental coordination with TCEQ; and coordination with other relevant agencies.

Ms. Baer led the state and federal permitting for the Waller Creek Stormwater Tunnel. The tunnel is approximately 5,600-feet long. It lies 70 feet below the surface and has a 22- to 26-feet diameter. This project required a Section 404 Individual Permit and NEPA Environmental Assessment.

Ms. Baer led the local and federal permitting for the Williamson Creek Interceptor Project. Because of the project’s large scale and location within environmentally sensitive areas, it required significant environmental coordination and regulatory approvals. Ms. Baer’s involvement ensured the team approached the variance processes efficiently and comprehensively, minimizing delays and supporting the successful advancement of permitting on a highly-scrutinized and technically-complex public works project.
