Marshall is a Professional Engineer with a BS in Applied Physics from Angelo State University and a MS in Civil Engineering from Texas Tech University. He has 15 years’ experience in civil engineering, encompassing water and wastewater analyses and design. He is proficient in project planning, database asset analysis, large- and small- diameter sanitary sewer design, and lift station design involving sanitary sewer and stormwater. His expertise is underscored by projects that involve corridor analysis, project planning, designing, cost estimating, and construction management of water and sanitary sewer infrastructure including lift stations and force mains capable of conveying up to 14 MGD and pipeline projects ranging in size from a 6-inch diameter pipe rehabilitation project to an 84-inch diameter gravity outfall project.
