Kim has over 35 years of experience in public works engineering. She has worked to solve water, wastewater, and stormwater concerns related to design implementation, and funding. Having held numerous leadership roles during her career Ms. Keefer has successfully operated water and wastewater divisions with a reputation for exceptional client care. Her most recent experience managing the Vista Ridge Regional Water Supply Project in Texas solidify her expertise in coordinating P3s.
